The benchmarking concept is fundamentally one by which different players share details of their performance in delivering services, to allow best criteria to be established. This text aims to help managers in the public sector develop performance criteria in areas where they are expected to be efficient, and where it has been previously difficult to establish a yardstick for achievement.
