David Lowe has been involved in road transport for over 40 years. His background includes many years' practical experience on the road as an owner-driver vehicle operator and as a fleet manager. He is now well-known writer on transport law and licensing and is the author of the annually published Transport Manager's and Operator's Handbook (founded in 1970 and published by Kogan Page) and is a regular columnist for the truck driver's magazine Headlight.
