Dr Dennis Farrington has been a university administrator since 1981, holding LLB and LLM degrees (London and Hull respectively). He is sole author of The Law of Higher Education (Butterworths, 1994, 1998) and has published numerous articles and papers, and contributed to the Codes of Practice and other policy material. He has been a consultant to Lawfords, Solicitors, in higher education law since 1994, consultant to Council of Europe on higher education legislation in Central and Eastern Europe since 1994. He has also acted as a Consultant in various projects funded by the World Bank (eg the education laws of Kosovo, 2000-2004, the education laws of Chechnya, 2002-2003) and the EU (eg higher education laws of Bosnia and Herzegovina, current; reform of legal education in Albania, current).He is a member of the International Strategic Expert Group advising the Minister of Education and Science on reform of higher and vocational education in the Russian Federation.
David Palfreyman is Bursar & Fellow New College, Oxford (having previously worked at the University of Warwick and the University of Liverpool); Director, OxCHEPS (Oxford Centre for Higher Education Policy Studies), as located at New College, but independent of either New College or University of Oxford (see OxCHEPS web-site). He has also acted as a joint editor of;Higher Education Management (Open University Press, 1996, with David Warner); The State of UK Higher Education (Open University Press, 2000, with David Warner); Understanding Mass Higher Education: Comparative Perspectives on Access (Routledge and Falmer, 2005, with Ted Tapper); is joint author of Oxford and the Decline of the Collegiate Tradition (Woburn, 2003, with Ted Tapper); editor of The Oxford Tutorial (2002, OxCHEPS/Blackwells); and author of The Economics of Higher Education (2004, OxCHEPS). and also joint editor, of the journal, Education and the Law (Taylor & Francis).
