Up to 5 million people in the UK are at risk from river and coastal flooding and it is a severe test to the countrys arrangements and flood defence infrastructure. Significant river floods in the UK over the years have prompted changes in flood defence legislation, and encouraged a substantial programme of building flood defences, but the risks still remain significant.
