Disabling Laws, Enabling Acts argues that if the law can be used to counter discrimination on the grounds of race and gender, its scope should be extended to those who are disadvantaged as a consequence of their disabilities. In other words, it is now time to dispense with the welfare model of disability, and to reconsider the issue of disability from a rights-based perspective.
