In this report, the Royal Commission faces and meets the challenge to propose ways in which the longer-term development of transport can be made environmentally sustainable. The aim of the report is to recommend measures which will reduce the environmental effects of all aspects of transport during the next decade and well into the next century. Although its emphasis is on the longer term, it stresses the importance of beginning now to implement a new transport strategy which will be genuinely sustainable. The report makes it clear that much further work will be required to develop the strategy in detail, and there are many areas where the Commission has been able to indicate only in broad terms the direction for future policy. It is the hope of the Royal Commission that the overall visions presented in this report will generate the impetus and commitment that are necessary if the work is to be carried forward with urgency and vigour.
