Known as the Delors Paper, this report is based on country reports from each member state, drawn together to form a discussion document for laying the foundations for sustainable development of European economies. The ultimate aim is to allow all countries within the Community to have policies and growth that will enable them to withstand competition while creating the millions of jobs that are needed. This paper provides a suggested blueprint to take the European Union successfully into the 21st century.
