This account of the Council of the European Union examines the Council's place in the EU's institutional framework, its internal workings and its relationship to the other institutions of the EU. The book is up-to-date to the end of 1994, reflecting such developments as the implementation of the Maastricht Treaty and the expansion of the EU with the accession of Norway, Finland, Sweden and Austria on January 1, 1995.
