About Stephen L. Mehay

EITELBERG is a nationally recognized authority on military manpower policy./e He is currently Associate Professor of Public Administration at the Naval Postgradudate School in Monterey, California. Dr. Eitelberg is the author and co-author of several dozen publications, and his work is widely cited in the defense literature. For the past 18 years, his research and writing have focused on issues related to population participation in the American military. ay /f Stephen /i L. /r ed./b STEPHEN L. MEHAY is Professor of Economics in the Department of Administrative Sciences, Naval Postgraduate School./e Dr. Mehay has published over 20 journal articles and two books. His contributions span a number of different fields, including public finance, public choice, regional economics and military man-power economics. Dr. Mehay serves on the editorial board of Defence Economics.
