Finance Centres Summary

Finance Centres: British Isles' Offshore Development Since 1979 by Richard Anthony Johns

This book provides an analyzed record of developments in the offshore finance centres of Jersey, Guernsey and the Isle of Man since the suspension of exchange controls in October 1979. This period coincides with that of financial deregulation, so that considerable changes have occurred since Tony Johns' Tax Havens and Offshore Finance was published by Pinter in 1982. The suspension of exchange control and deregulation have meant that these offshore financial centres have been freed from direct Bank of England supervisory monitoring. Thus they have had to respond individually to the greater local freedoms that result, as well as to the onshore globalization of financial service activities.

Table of Contents

The offshore financial services revolution - the transformation of tax havens into global intermediate economies and the formation of a secondary system of world banking, 1960-1979; the constitutional parameters of British Isle fiscal sovereignty and the record of financial sector development under the aegis of UK Exchange Control Act, 1947-1979; globalization, onshore deregulation and the collective reconstruction of the international business friction matrix in the 1980s; Jersey - the consolidation development of an offshore banking centre, 1979-91; Guernsey - the spectacular rise of a diversified offshore finance centre, 1979-91; the Isle of Man - continual problems of offshore banking take-off and the launch of a diversified offshore economy, 1979-91; offshore activities in a competitive globalizing operational environment undergoing supervisory and regulatory convergence. Appendices: Avoidance of British Direct Taxation by Removal of Residence, Domicile or Property of the UK, a note by the Board of the Inland Revenue (1927); Protocol 3 to the UK Treaty of Accession to EEC (1972) - the Relationship between the Channel Islands and the Isle of Man and the European Economic Community; banks that registered in the British Isles Centres in the RS period 1961-79 that were still registered at the end of 1979 listed by year of original registration.
