The Revolution in Military Affairs Summary

The Revolution in Military Affairs: Volume 5 by Elinor C. Sloan

Although the RMA has been the subject of much discussion in the United States for over a decade, it has not received the same level of analytic attention in Canada and other NATO and allied countries. Sloan examines the RMA in the context of Canada, Australia, France, Germany, and the United Kingdom in addition to assessing the transformation efforts of the United States Military. She concludes that small and medium military powers such as Canada must, at a minimum, take selected, concrete measures to maximize their military capabilities through the RMA if they are to avoid operational and political marginalisation in the promotion of international peace and security.

The Revolution in Military Affairs Reviews

Sloan has produced a concise yet comprehensive overview of the Revolution in Military Affairs (RMA) as it applies to Canada and its NATO allies. She demystifies many of the concepts surrounding the RMA while providing balanced insights into what the term means to various constituencies. Her analysis of how Canada and its NATO allies are responding to the RMA now and how they can leverage its benefits in the future are particularly relevant to the current world situation. An excellent book that should be read by anyone who wants to understand how the RMA may affect how we conduct military operations in the 21st century. - Allan English, Canadian Forces College, Queen's University and editor of The Changing Faces of War An important and timely book. Sloan has taken a very complex problem and summarized it, placing the arguments and consequences about this phenomenon in a Canadian defence and security context ... a valuable addition to the current debate on where Canada is going in national defence. - Douglas Bland, editor of Issues in Defence Management and professor and chair of the Defence Management Studies Programme, School of Policy Studies, Queen's University A significant contribution to the research on Canadian security policy, filling a gap in the available literature. It provides an understandable and highly informative analysis of the RMA and its implications for Canada. - Joel Sokolsky, Dean of Arts, Royal Military College In this tour de force addressing RMA, Elinor Sloan shows an amazing range of detailed understanding, reaching across the breadth of the spectrum from threat analysis to strategy and concomitant policy, into military operations and technology, and from there to economics and the unavoidable philosophical dilemmas. If you want to see what's going on in RMA, read this book. - General John Galvin, former NATO Supreme Allied Commander
